The Irish Computer Society and the Institute of Public Administration present the 6th Annual Public Sector IT Conference. This event will be held on Thursday, 14th October at the IPA premises on Lansdowne Road.

 

This year’s themes include “Taking advantage of the Social Media opportunity”, and “Surviving the Security, Privacy and Governance challenges”.

This conference is ideal for all IT professionals and managers working in the Public Sector.

“How the Government have taken advantage of social media by developing MerrionStreet.ie”

 

In July of this year MerrionStreet.ie - Irish Government News Service was set up. It's the first web-based Irish Government 'news service' to be established. It is the Irish Government's first step in the direction of Social Media for communications. Mark Costigan and Doiminic De Buitléar will speak of the issues involved in setting up MerrionStereet.ie and the challenges faced in making it work.

“Cloud Computing - climate change for legal contracts?”

 

Philip Nolan will examines the legal implications of cloud computing in the Public Sector. He will look at its likely impact on your existing legal responsibilities and relationships. Philip will also focus on how to address contractual matters such as service provider liability, data protection and retention as well as capacity/availability issues and their impact.

Pat will discuss current Information Security challenges in the Public Sector and will offer an opinion on how these challenges can be met. He will also give his view on Information Security challenges facing the Public Sector in the future and offer guidance on how best to prepare for these challenges.

“IT Governance”

 

Paul will speak from his experience advising on corporate governance issues across a wide range of public sector bodies.
Recent policies and guidelines on public sector governance have led to an increased awareness of the responsibility of Board members and senior management teams. This raises important questions on the effective governance of IT by a board of directors or equivalent. This presentation will address these issues in the context of the areas of current and likely future governance controversy in the Irish public sector.

Speakers:

Eamon Ryan TD, Minister for Communications, Energy and Natural Resources

Eamon Ryan was elected as a member of the Irish National Parliament in 2002 and was appointed as Minister for Communications, Energy & Natural Resources in 2007 when the Green Party entered Government for the first time in Ireland. His particular interests are renewable energies, using the convergence of ICT and energy to achieve energy efficiencies and the digital economy. He has set an ambitious target that 40% of Irelands power should be from renewables by 2020 (currently 15%) through major developments in on-shore and off-shore wind and ocean generation. He has promoted ambitious policies in the State owned utilities in the areas of Smart Meters, Electric Vehicles and renewable integration. He is an active voice in the proposed development by 11 EU member states in an EU off-shore grid.

 

Keynote Speaker: Dominic Campbell

Dominic is a digital government and social innovation entrepreneur with a background in government policy, communications and change management. Having spent 5 years in local government, Dominic established FutureGov Consultancy in early 2008. FutureGov supports central and local government in the UK to better understand and draw on social technology in the areas of digital democracy and public service innovation. Dominic is also co-founder of social web start-ups Enabled by Design, a dot org social start up and winners of the inaugural Social Innovation Camp, and TweetyHall, helping people to find and connect with their local politicians on social network site Twitter.

Krishna De (http://www.bizgrowthnews.com/) is an award winning digital marketing, brand engagement and social media author, speaker, commentator and mentor. Her expertise in personal branding and leveraging online marketing and social media is featured in several highly acclaimed books including ‘World Wide Rave’ published by Wiley, ‘The Career Doctor: How To Get And Keep The Job You Want’ and ‘Client Science: The 5 C’s Marketing Plan for Professionals’. Her company Biz Growth Media guides executives in how to develop and integrate social media into their marketing and communications strategy so that they increase their visibility, reputation and profits online.

 

 

Mark Costigan

Mark Costigan is the ‘Editor’ of MerrionStreet.ie the new Irish Government News Service.
Mr Costigan is also a Deputy Government Press Secretary and Head of Government Information Services. Mark Costigan’s background is in journalism. In the early 90s, he acted as the Chief Reporter for Dublin’s FM104, before taking up a position as the Political Editor of Radio Ireland/Today FM in 1997.
In 2006 he was appointed as the Deputy Government Press Secretary, a post he has held since.
Mr Costigan, has worked with a team in Government Buildings in developing the MerrionStreet.ie website. The site went live on the 12th of July

 

 

Doiminic De Buitléar

Doiminic De Buitléar is a Civil Servant with over 20 years IT experience having worked in the IT Divisions of both the Department of Social Protection and the Department of Agriculture, Fisheries and Food before taking up his current position as Head of IT in the Department of the Taoiseach.

 

 

Larry Taylor

Larry Taylor is the Proposition Marketing Manager for BT in Ireland and is also responsible for the development of web-based communications. He has been with the company for 12 years and managed online channels including http://www.btireland.ie/, http://www.dabs4work.ie/ and http://www.btyoungscientist.com/.
Formally a research scientist, Larry has published educational software for the publisher Sringer-Verlag. Beginning his career with a campus company in UCD, he has worked with Ireland On Line, Oceanfree.net, Esat and BT. Larry is a judge for the BT Young Scientist and Technology Exhibition

 

 

Philip Nolan

Pat Casey


Pat Casey is a Senior Manager with Ernst & Young’s Advisory Services team and has 12 years’ experience in Information Security and IT Audit. He has provided Information Security and IT Audit services to the public sector and also has experience from working as a public sector employee. Pat is a regular speaker at ICS lunchtime events and we are delighted to have him on the panel at this year’s conference.

 

 

Paul Turpin

Paul Turpin is a governance specialist at the Institute of Public Administration where he has advised public sector bodies on corporate governance issues including the director responsibilities, board evaluation, risk management and strategy development. Previously he worked at a senior level in financial services, as an economic adviser to Government Departments and with the National Economic and Social Council. He is a member of the Health Insurance Authority. He has also served as a member of the Audit Committee of An Garda Síochána and on Company Boards.
